The NS Neighborhood Board Surf Committee is nearing completion of its recommended changes to the rules governing North Shore surf contests.  Here is the draft document.

The next, and possibly last, committee meeting is scheduled for Thursday, July 17, 2008, at 7 p.m., at the Waialua Community Association Cottage 2. 
The WCA is also known as the Historic Haleiwa Gym.

The committee is planning to present its final recommendations at the North Shore Neighborhood Board meeting on July 22, 2008.

The Surf Committee has recommended that the Neighborhood Board ask the Department of Parks and Recreation stop work on the pending draft rules until it can make recommendations to improve the permitting process.

The North Shore Neighborhood Board has created a Surf Committee to work on a solution to the perennial problem of surf contest scheduling.

The City and County of Honolulu has been unable to draft an acceptable set of rules governing surf contest prioritization and it is hoped that concerned North Shore residents, contests promoters and other stakeholders will be able to craft a solution in this new committee.

The First Meeting of the new Surf Committee is scheduled for Thursday, February 21, 2008, at 7 p.m., at the Waialua Community Association Cottage 2. 
The WCA is also known as the Historic Haleiwa Gym.

Here are the latest draft rules proposed by the City and Country of Honolulu Department of Parks and Recreation, and our comments.  The latest rules, drafted in 2007 are likely to mee the same fate at the 2001 draft rules, which is to say they should not be approved.

The Surf Contest Schedule is finally available.

Let's Surf Coalition challenged the City on the number of contest days approved for this winter season and the City's attorneys were forced to admit that a year is indeed 12 months, not October to March as claimed by the Parks Department.

Under this outrageous interpretation of a "year," the Parks Department was planning to allow 23 days of competition at Sunset Beach and 18 days at Ehukai this winter.

Until further notice, a "year" runs from October 1 to September 30.  To get back within the guidelines, a couple of approved
contest permits for April were rescinded.

Meanwhile, a new set of rules proposed by the Department of Parks and Recreation would allow simultaneous surf contests on both sides of Waimea Bay.  This proposal was vehemently rejected by the public in 2001 along with other changes that would allow a huge increase in the number of North Shore surf contests.  Read the draft rules and our comments.

Even though the North Shore has barely seen any surf and we are still in September, the second surf contest of the season is scheduled for this weekend at Sunset Beach.   The NSSA event follows less than two weeks after the ASP Junior Pro.

We have requested, but have not yet received, the
list of the permitted events for this surf season.  We are very concerned that the Parks Department is planning to violate the limit of 16 competition days per year by making up a bogus argument that a "Year" lasts from October to March, and then allowing extra events in other months.

Rule 15e clearly states "Only four surf meets per year, or 16 days of competition, may be allowed at each surf site."

The City has not yet released the list of permitted events for the upcoming surf season, but a lawsuit has been filed by a contest promoter who was denied a permit to hold the Monster Energy Pro at Pipeline.

Meanwhile Friends of Kewalo Basin Park Association seem to be making progress in limiting the number of events held at their breaks.  Last year, 14 events were scheduled at Kewalos. Now State DOBOR officials are considering a limit of five events at "The Point" and three more at Marineland, Straight Outs or Rennicks, for a  total of eight, two-day contests per year.

Two new parking plans are being considered for the Ala Wai Marina and Old Heliport parking areas near Kaiser's and Bowls.  One would allow free parking from 5 a.m. to 10 p.m. and the other would charge for parking after three hours.  Both plans would collect parking fees in the harbor area and tow cars fromt the beach parking lot after 10 p.m.

DLNR's Division of Boating and Ocean Recreation (DOBOR) is seeking public input this Wednesday, March 28, 2007, 5:30 p.m., at the Ilikai Hotel.  More information.

Resolution 07-055, urging the City Adminisration to immediately finalize and disseminate the schedule and rules for North Shore surfing contests, will be voted on this Tuesday, March 27, 2007, at 1 p.m.   Details.

The List of the City's Permitted Events for this winter surf season is now posted.  The schedule is a bit different this year in that there are fewer days reserved for holding periods, a few more weekend events, and no body surfing events at Pipeline.  Last year, there were two bodysurfing events.  One promoter is still trying to negotiate a one day body surfing event with the other promoters who have been allocated all of the available competition days.

A group of veteran Waimea Bay surfers decided to wait until next year to pursue a new event in honor of the late Waimea legend, Jose Angel.  Clark Abbey, Dave Yester and other core surfers want to create an event that features the best local Waimea surfers, to be held on the best day between October and November.

Frustrated by 14 contests at Kewalos last year, Ron Iwami, one of the driving forces behind Friends of Kewalo and Save Our Kakaako, arranged a meeting recently with Roy Yanagihara, the Acting Oahu District Manager for DOBOR.  Also in attendance were Jeannie Chesser, David Nakada, and Gil Riviere.

This group submitted a plan that would limit the number of events and contest days per spot, cap the number of events on the entire shore to 50, ban back-to-back events and consecutive weekends, and establish a calendar of events so that surfers could plan ahead whenever a contest is scheduled at their favorite spot.

Meanwhile, the City and County Parks Department has still not revealed its revised draft rules governing contests on the North Shore.  While it will not happen instantly, the establishment of reasonable restrictions on surf contests for all shores may not be too far away.

A draft set of new rules to govern surf contests is supposedly in the works, but the Parks Department is not offering any details until the draft is reviewed by City attorneys and released for public comment.

Although no formal timeline is set for the proposed rules changes, it is safe to say that several months will pass before anything is definite. The draft proposal must be made available for public comment, possibly modified, then submitted for City Council input and finally approved by the mayor. While possible, it is not likely that any new rules would be in effect for next winter's surf season.

Pipeline's proven regulars will no longer have to eliminate each other in the Pipeline Trials in order to earn one of two spots in next year's Pipeline Masters, thanks to a format change recently approved by the ASP. The field is being expanded from the 48 man field used in WCT events to allow an additional 16 local competitors.

The City and County of Honolulu Department of Parks and Recreation finally released its list of permited events for the upcoming winter surf season.  From the recreational surfer's point of view, this could be the best schedule in years as the number of events and number of competition days are down.

In the last year or two, traffic jams have become a regular bummer to North Shore residents and visitors.  One major part of the problem happened when word got out that turtles bask at Laniakea and many of the two million annual visitors to the NS started checking them out.  A steady flow of people from buses and rental cars across Kamehameha Hwy brings traffic to a crawl.  Gil Riviere was recently elected chairman of the North Shore Traffic and Transportation Committee to work on solutions.  Send an email if you would like more info or would like to help out.

Town surfers are voicing their displeasure with the number of surf contests after 7 of 10 days were reserved for events at Ala Moana Bowls.  Jeannie Chesser helped organize a petition that was signed by nearly 100 people in the first day.

The City does not have formal rules governing the number of surf contests in Town and the State has no effective guidelines.  Of course, the city parks department has been trying to draft new rules governing North Shore Events for several years.  Afterwards, it is envisioned that similar rules will be applied to all shores.  Click here for the complete list of surf events on Oahu in one year.

Meanwhile, the State Department of Land and Natural Resources is finally getting around to talking about holding  meetings to discuss ocean access conflicts and other issues.

Somebody died recently during a Hans Hedemann Surf School lesson at Tonggs.

The State Department of Boating and Ocean Recreation, DOBOR, recently issued a water use permit for a surf contest at Velzyland that had not been approved in the City process.  Now, there is a possibility that contest promoters will demand water-use permits irrespective of simultaneous events and hold them at new locations without following City requirements.  Let's Surf Coalition has sent letters to DOBOR, legislators and the Governor encouraging the establishment of clear rules before next winter.

Gil Riviere recently met with Les Chang, the Parks Director for the City and County of Honolulu, to discuss surf contests and their impacts on the community. The meeting was very positive and we are optimistic that whatever new rules are established will be fair to the public.

Let's Surf  Coalition is supporting Gil Riviere and Blake McElheny for North Shore Neighborhood Board.  If you live in Waialua or Sunset Beach-Pupukea areas, please mark your ballots for them and call your friends to do the same.

The Blue Ribbon Panel was dusted off for one final meeting on December 8, 2004, the purpose of which was to make recommendations for a report to the City Council.  The panel had not met since March 24th, when it was agreed that meetings should be held bi-weekly, if possible.

The Final Report was scheduled to be completed December 31, 2004, but is not yet issued.  It will be interesting to see the recommendations since there were few specifics that had been agreed to by panel members.

Lester Chang is the new Acting Director of the Department of Parks and Recreation.  We do not yet know his positions on surf contests and public ocean  access, but we look forward to continuing our good working relationship with the Parks Department.

A huge crowd turned out for the presentation of a new shopping center across from Shark's Cove.  Virtually everyone opposed the development because it apprears to be too big a project for the area.   At a minimum, the developer should produce an Enviornmental Impact Statement before proceeding.

Friends of Sharks's Cove asks everyone who is concerned that this project is too large for the area to write a letter to the city by Friday, November 12th.  See their website for more info.  Click here for a description of the property.

Also, the Puaena Point Eco-Camp plan is still alive, the Velzyland Hillside Estates will not get a recommendation from the North Shore Neighborhood Board until the Sunset Beach Community Association weighs in, and Ameron still has a quiet plan to eventually build a quarry in the hills above Waialua.

Plans for a new strip mall at Shark's Cove are on the agenda of the North Shore Neighborhood Board this Tuesday, October 26th, 7 p.m., at the Haleiwa Surf Center.  Also on the agenda are updates on the Puaena Point Eco-Camp, an Ameron/Landfill proposal, "Velzyland Hillside Estates", and some comments from/about some current political campaigns.  Something for everyone.

Two weeks ago, the North Shore Neighborhood Board voted 8-1 to hold off on the proposed parking lot and create a committee of board members, community members, and city planners to discuss alternatives to the parking issues at Haleiwa Alii Beach Park.

A group of Honolii surfers have filed a lawsuit alleging that surf instructors are operating illegally and interfering with recreational surfing at the Big Island spot.

The Contest Schedule for this winter has finally been released!  Every available competition day is reserved for contests at Sunset, Pipeline and Haleiwa.  Between  September 25, 2004, and April 20th, 2005, there will be 22 events, 48 days of competition, and 164 days of waiting periods on the North Shore, in addition to the Eddie at Waimea Bay.

Recently discovered plans for a parking lot at the west end of Haleiwa Alii Beach Park are being contested by folks who want to explore other parking solutions.   For more information, attend the public meeting at 7 p.m. on Wednesday, October 13th, at the Haleiwa Surf Center.  If you cannot attend but wish to comment, email us and it will be submitted for you.  Please include your name and address; anonymous and rude notes will not be forwarded.

The Tow-in Surfing rules are now in effect.  Licenses are required and town-in surfing is only allowed during High Surf Warnings.

The Honolulu Department of Parks and Recreation is ready to send letters to surf contest permit applicants.  The DP&R will not reveal any more information until the promoters have had a chance to respond.

The approved schedule of events will be posted on this site as soon as it becomes available.  Events can develop quickly as the surf season approaches, so news on this site may be updated frequently.   Check back regularly.

The number of contest permit applications increased again this year, as did the crowds at every surf spot.   We continue to advocate a fair balance between contests and free surfing.

The Honolulu Department of Parks and Recreation has already taken applications for permits to hold surf contests next winter.  Conflicting requests have been identified and the DP&R is working to resolve them.  Their goal is to work through this perennially difficult task well before the surf season.

The Blue Ribbon Panel has not met in two months and it is unclear when the next meeting will be scheduled.  Perhaps the rules governing surf contests will eventually be amended to include an objective conflict resolution procedure, but for the coming season, the 1991 set of rules will be employed.

There is little news to report as the Blue Ribbon Panel plods along with monthly meetings on possible surf contest permit rules changes.  Someday, after a set of proposed rules comes forth, there will be public hearings and possible implimentation.  It becomes more unlikely that news rules will be in place for next winter.  So, the scheduling crisis may play out yet again.

The surf contest schedule has been updated to include a HASA event, which will run in conjunction with the Women's Bodyboarding Championship at Ehukai in the first two weeks of April.

The Blue Ribbon Panel is still working on the proposed rules changes.  While there is concensus on many issues, certain details will need to be hammered out.  Two more meetings are scheduled this month.

The surf contest schedule has been updated to include a HASA event at Ehukai.

The schedule of permitted surf contests for this winter season has finally been released and is available here.  Neither the Backdoor Shootout nor the Women's Bodyboarding event received permits to hold their events.  Only 13 days of competition have been reserved at Pipeline; so there remain three days for the taking, but the next available waiting period would have to be in March.  It is very likely that this schedule is not final.

The ASP has reneged on its offer to include 16 local surfers in the main event of the Pipeline Masters.  In exchange, they wanted to have man-on-man heats, which are not allowed.  The WCT events will be structured with four-man heats.

The City has made its decisions on who will get permits to hold surf events this winter.  We will be posting the schedule within the next few days.

In the continuing efforts to work out fair and balanced rules regarding surf contests on the North Shore, The Blue Ribbon Panel held its second meeting yesterday.  
A progress report will go to the Mayor next month, but the process will likely involve several more meetings.  For now, all participants are still working together.   Here is the resolution that created the panel.

The Parks Department has not yet released the schedule of permitted events for this winter's surf season because several conflicts exist between proposed events at Pipeline. The contest promoters are unwilling to compromise amongst themselves, so some will probably cry foul when the City makes the decision for them.

Meanwhile, the City Council passed a resolution asking Manny Menendez's office to head a panel to discuss the rules governing surf contests and to file a written report with recommendations by the end of the year.  We will be part of this panel.

The Annual Meeting of the Supporters of Let's Surf Coalition will be held in the Haleiwa Surf Center at 7 p.m. on Thursday, September 25th.  We will update everyone on the proposed surf contests and possible reforms to the system.

Once again, the contest promoters cannot agree on the schedule for this winter, so the City is beginning its Conflict Resolution Procedure to make the decision for them.  The City will be sticking to the existing rules and limiting the number of permitted contest days at each beach to 16.

It is mid-August and the City has still not established a calendar of surf events for the upcoming winter season.  Last December, Manny Menendez said that he would try to have the schedule worked out by February. Apparently, the task has proved more difficult than he anticipated.

The Annual Meeting of the Supporters of Let's Surf Coalition will be held in September.  We will update everyone on
what is happening with the proposed surf contests and possible reforms to the system. The date, time and location will be announced soon.

The Tow-In Surfing Rules went into effect this week.  The new law requires tow-in partners to take a safety course, have adequate insurance and safety equipment and requires all tow-in surfers be licensed by September, 2004.

Manny Menendez, the city official charged by Mayor Harris to develop new rules regarding surf contests, has now hosted three meetings for the public, an equal number of meetings for the contest promoters, and two meetings with affected residents.  Solutions remain evasive.

The second meeting  to discuss new rules regarding surf contests was held  January 31st at the Haleiwa Surf Center.   Earlier in the day, city officials held meetings with affected beachfront residents and contest promoters.   Very little new ground was covered and more meetings may follow.

It was generally agreed that the existing rules are adequate and that the biggest problem is the permit application and prioritization process.  Let's Surf Coalition will submit a draft application that contains the criteria we would like implemented.   Click here for the positions of Let's Surf Coalition.

A second meeting has been scheduled to discuss new rules regarding surf contests at 6 p.m., Friday, January 31st, at the Haleiwa Surf Center.   The meeting will include break-out groups, which will focus on specific issues regarding the impact and operation of surf contests.

More than 100 people showed up at Sunset Beach Elementary School on December 11, 2002, to discuss the impact of surf contests on the North Shore with Manny Menendez, the executive director of the City's Office of Economic Development.

Most everyone in the room was relieved to hear Menendez agree that nobody wants to increase the number of surf contest days.  Several top Hawaii surfers want more spots opened up in the main events of the Triple Crown.  Residents talked about the traffic congestion and inconveniences caused by the long contest season and the movie productions. The City finally released the schedule of permitted contests for the winter surf season.   We succeeded in helping the City follow the rules this year, but the  rules will be changed for next year.

YOUR INPUT IS NEEDED!  A Public Hearing on issues relating to surf contests has been scheduled for Wednesday, December 11th, 6:30 pm, at Sunset Beach Elementary School.   It is extremely important that everyone show up to let the City know how strongly we feel about these matters.  This is the one meeting you  must not miss!

The Director of the Department of Enterprise Services, Barry Fukunaga, spoke at the recent meeting of the Sunset Beach Community Association meeting about the City's plans to draft new rules regarding surf contests.  Vitually everyone agreed that the biggest problem is the prioritization process, not the rules themselves.

Mr. Fukunaga mentioned that a public hearing is planned in early December on the North Shore.  This will be an important meeting for everyone concerned about balancing the needs of the public with the needs of contests.   Make sure you  plan to attend.

11/16/02

We have received e-mails and phone calls from people who are concerned that the Office of Economic Development will be drafting new surf contest permit rules.  Although the permit prioritization process may need fixing, the City should be well aware that the public will not support an increase in the number of contests on the North Shore.

A representative from the City will be at Wednesday's meeting of the Sunset Beach Community Association, 7:30 pm, at the Pupukea Recreation Center, which is located on the Waimea Bay side of the Fire Station, makai of Foodland.  All interested surfers and residents are invited to attend.

The City has not yet released this year's surf contest schedule, but it looks like they will abide by their rules.  Unfortunately for the men's and women's bodyboard competitions, their permit requests were not granted.  After their protest at City Hall, Mayor Harris announced that the Office of Economic Development would now have the responsibility for creating new permit rules.

So, while we have been effective in helping the City respect the law this year, we are concerned that the bias in the Economic Development Office will be towards more contests, something that the public clearly opposes.  We remain committed to balancing the interests of contests with the public's right to use its beaches.

Now, more than ever, we need Supporters to step forward and join our just cause.

Let's Surf Coalition needs volunteers to keep track of the good surf days at Haleiwa, Pipeline and Sunset. We want to compare the total number of quality days that each spots gets during the season with the number of contest days held.

Recent testimony on the proposed Tow-in Surfing rules covered many aspects, including opening up the whole North Shore to Tow-ins, lowering the wave size requirement, the certification process, safe distances between surfers and jet skis, pollution, and who is going to pay for the program.

The Department of Land and Natural Resources (DLNR) Division of Boating and Ocean Recreation (DOBOR) will hold public Hearings this Saturday, October 19th, on the Proposed Rules for Tow-in Surfing.  This would be the right time to voice your opinion, before the rules become law.

Meetings on Oahu will be at Jefferson School Cafeteria, 324 Kapahulu Avenue, Honolulu, 8:30 a.m. to 11:30 a.m., and Sunset Beach Elementary School, 59-360 Kamehameha Highway, Haleiwa, 1:30 p.m. to 4:30 p.m.

Surf contests shouldn't deny the other surfers  - Honolulu Advertiser Editorial

We acknowledge that surf contests are a wonderful way to promote the Islands, and the revenues they generate benefit the state and community. But they shouldn't monopolize the waves.

So we sympathize with recreational surfers who felt they were being denied access to the best waves of the North Shore because of back-to-back surf meets.

Fortunately, the Let's Surf Coalition brought their grievance to the city, which has since agreed to go by the book. If the rules fail to strike a balance between the needs of contests and recreational surfers, they should be reviewed and possibly modified. But until then, they should be observed.

The First Annual Meeting of the Supporters of Let's Surf Coalition was held September 25, 2002 at the Haleiwa Surf Center.  Thanks to the Honolulu Advertiser for their Pre- and Post- Meeting articles and to KGMB-TV for their 6 and 10 o'clock coverage.

Although the schedule has not yet been finalized, it looks like the City will abide by its rules this season.  The new schedule will be posted on this site as soon as it is released.

The Let's Surf Coalition Annual Supporter Meeting is this Wednesday, September 25, 2002 from 7 to 8:30 pm at the Haleiwa Surf Center.  The Winter Surf Contest Schedule will probably be released this week.  Come to the Meeting to find out the details and where we go from here.

The first contest of the winter was held at Sunset Beach this past weekend.

9/4/02

The Let's Surf Coalition Annual Supporter Meeting has been scheduled on September 25, 2002 from 7 to 8:30 pm at the Haleiwa Surf Center.  The meeting is open only to Supporters who are current on the 2002 dues.  The annual dues, only $10 for an individual and $15 for a family, may be paid at the door.

The Department of Parks had hoped to announce the surf schedule for the upcoming winter by July 10th.  We are still waiting.


8/27/02

Let's Surf Coalition has retained the services of Jim Bickerton of Bickerton, Saunders & Dang, Attorneys at Law.  Jim is well known for his work against the  City in the Natatorium and Hanauma Bay cases, and for helping to save the Honolulu Star Bulletin.  A
lso of council is attorney Steven Royal.

The Department of Parks is nearly two months behind in announcing the surf schedule for the upcoming winter.
